Alebtong Deputy RDC Lutwama Launches Digital Cattle Compensation System as Shs31.1bn Targets Beneficiaries
Alebtong, Uganda | The government has rolled out a digital livestock compensation management system in Alebtong District in a move aimed at enhancing transparency and accountability in the compensation of cattle owners. The launch of the Livestock Management Information System (LMIS) was officiated by the Deputy Resident District Commissioner, Mathias Lutwama, during a stakeholders’ meeting held on Thursday, May 7, 2026. The exercise was conducted in line with the National Resistance Movement (NRM) Manifesto 2026–2031 and brought together district leaders, including the Chief Administrative Officer, the Principal Assistant Secretary and the District Internal Security Officer. Speaking during the launch, Lutwama said the digital system is intended to streamline the compensation process and eliminate cases of fraud and double payments among beneficiaries. He noted that chairpersons of Parish Development Committees (PDCs) from the district’s 69 parishes had been sensitised on their role as chief accounting officers at parish level in overseeing the programme. The district also trained parish chiefs and town agents from all the 69 parishes and wards to technically support the registration and verification of beneficiaries onto the government portal. According to Lutwama, Alebtong District is set to receive Shs31.1 billion in the first phase of disbursement under the compensation programme. The funds, he said, are already available in Pearl Bank. He explained that all beneficiaries will receive compensation through mobile money transfers in a cashless arrangement, with each approved beneficiary expected to receive Shs5 million directly on their mobile wallet. “The purpose of using the LMIS government portal is to ensure transparency and prevent any beneficiary from receiving compensation more than once,” Lutwama said. He warned district officials and stakeholders against engaging in corruption, fraud, and scamming schemes, saying anyone found diverting funds intended for beneficiaries would face legal action and possible imprisonment. Lutwama commended President Yoweri Kaguta Museveni for what he described as government’s continued commitment to addressing the needs of wananchi through compensation and livelihood restoration programmes. He also praised Government Chief Whip Denis Hamson Obua for lobbying government services and programmes aimed at improving the socio-economic welfare of the people of Alebtong District. Source
